<p><P>PROBLEM TO BE SOLVED: To decide whether to modify a document without requiring a user to take time and effort. <P>SOLUTION: When a modified document is input, a changed word/phrase extraction part 5 extracts an unmodified document and its important word, and associates the result of determining whether words and phrases are included in the unmodified documents and the modified documents with the important words of the unmodified document. An important word determination part 6 determines whether or not the words and phrases in the document are important or not. An appearance pattern determination part 7 associates information on relationship between the unmodified document and each document stored in a second document group storage part 23, information as to whether the important words are included in the unmodified document, information as to whether the important words are included in the modified document, and information as to whether the important words are included in each document of the second document group storage part 23.
