PROBLEM TO BE SOLVED: To improve convenience of an electronic file by making both of high compressibility and high image quality of an electronic file.

SOLUTION: An image processing apparatus performs area analysis of an input image, and decides which of a process by character area vectorizing means or a process by figure area vectorizing means is to be performed first based on a result of the area analysis. In this case, when a pixel of a character in a character area is determined to be overlapped on a figure within a figure area, a process by the figure area vectorizing means is controlled to be performed first. When the pixel is determined to be not overlapped, the process by the character area vectorizing means is controlled to be performed first.
