PROBLEM TO BE SOLVED: To provide a cutting device that can prevent scattering of cut fragments during the cutting operation and shattering of the cut fragment into small pieces as well, while maintaining its cutting capability. SOLUTION: A movable blade frame 19 includes a first movable frame member 35 and a second movable frame member 36. Of the faces of the tips of movable cutter blades 38 to 43, the faces of the tips of a third and a fourth movable cutter blades 40, 41 are disposed on the same elevation, the faces of the tips of a first and a second movable cutter blades 38, 39 are disposed on the same elevation, and the faces of the tips of a first and a second movable end-part cutter blades 42, 43 are disposed on the same elevation. The face of the tip of the first movable end-part cutter blade 42 protrudes further downward by a predetermined distance α2 relative to the face of the tip of the first movable cutter blade 38. The face of the tip of the first movable cutter blade 38 protrudes further downward by a predetermined distance α1 relative to the face of the tip of the third movable cutter blade 40.
