<P>PROBLEM TO BE SOLVED: To provide a method of reading an index file storing encoding information of encoded video data. <P>SOLUTION: When P and R are integers, an index file is composed of a plurality of rows, one frame comprises P rows, one GOP comprises R frames, and reproduction time is described in each row. The index file of the encoded video data whose distribution is requested from a reproduction terminal is read from an index file storage part per GOP, the read index file is written to a temporary storage part, and the written index file is read from the temporary storage part by row.
