PROBLEM TO BE SOLVED: To provide a method which can easily treat the water to be treated including inorganic sludge at a low cost. SOLUTION: As a dehydrating agent, the one obtained by dissolving a basic compound and the following amphoteric polymer flocculant into water is used: the amphoteric polymer flocculant is composed of a polymer composed of a structural unit derived from a monomer (a) having a carboxyl group and a structural unit derived from a monomer (b1) in formula (1) or a monomer (b2) in formula (2): where, R<SP>1</SP>=a hydrogen atom or a methyl group; R<SP>2</SP>and R<SP>3</SP>=a hydrogen atom or a 1 to 4C alkyl group; R<SP>4</SP>=a 1 to 4C alkyl group or a benzyl group; and Z<SP>-</SP>=Cl<SP>-</SP>or 1/2SO<SB>4</SB><SP>2-</SP>.
