PROBLEM TO BE SOLVED: To achieve a background noise estimating device capable of rapidly following variations in an actual background noise level and excluding an influence to sudden noise. SOLUTION: The background noise estimating device includes: a data set generation means for generating data sets by correlating power information of acquired acoustic signals to a term of validity; an updating means for comparing nearly the maximum power information in power information of data sets stored at a storage section with power information of inputted acoustic signals for each input of new acoustic signals, for discarding inputted acoustic signals when the power information of the inputted acoustic signals is not less than power information of data sets stored at the storage section, and for updating data sets having nearly the maximum power information by the data set of inputted acoustic signals when the power information of inputted acoustic signals is less than power information of data sets stored at the storage section; and an estimation means for estimating a background noise level by the data set stored at the storage section.
