PROBLEM TO BE SOLVED: To provide a vibration-proof actuator capable of preventing image blur with high accuracy over a long term. SOLUTION: The vibration-proof actuator (10) moving an image blur preventing lens (16) in a plane orthogonal to an optical axis thereof includes: a fixed part (12) that is equipped with a fixed part plane part (30a) made of resin; a movable part (14), that is equipped with a movable part plane part (32a) made of resin and to which the image blur preventing lens is attached; at least three spherical bodies (18), that are arranged between the fixing part plane part and the movable part plane part and support the movable part to be movable on a plane parallel to the fixed part; an energizing means that energizes the movable part toward the fixed part and holds at least three spherical bodies between the fixed part planar part and the movable part planar part; and a driving means that drives the movable part to the fixed part. An elastic modulus of the spherical body is twice or less and 0.3 times or more as large as an elastic modulus of the fixed part plane part and that of the movable part planar part.
