<P>PROBLEM TO BE SOLVED: To solve the problem that power consumption in the entire shift register circuit increases since through-current flows in a circuit in each transfer operation at each transfer stage. <P>SOLUTION: In a shift register circuit that performs transfer operation with each output of the register of a previous stage and a subsequent stage (transfer stages) as inputs IN1 and IN2, a gate potential of a MOS transistor Qp15 is set to a VDD potential, and a gate potential of a MOS transistor Qp16 is set to a VSS potential by the action of a bootstrap state confirmation circuit 22 when an output OUT(n-1) of the previous stage (n-1) is given as the input IN1.
