PROBLEM TO BE SOLVED: To provide a polymer composition having excellent stability and handleability. SOLUTION: In the polymer composition including the following components (A), (B) and (C), the content of the component (A) is 5 to 30 wt.%. (A) a copolymer containing a specified cationic group, (B) a compound represented by formula R<SP>11</SP>O-(AO)m-H (in formula, R<SP>11</SP>denotes hydrogen or a 1-20C hydrocarbon group, AO denotes a 2-4C oxyalkylene group and an average number m of added moles denotes a number of 10 to 60), (C) a compound represented by formula R<SP>12</SP>O-(A'O)n-H (in formula, R<SP>12</SP>denotes a 8-10C hydrocarbon group, A'O denotes a 2-4C oxyalkylene group and an average number n of added moles denotes a number of 0.5 to 4).
