<P>PROBLEM TO BE SOLVED: To further strictly perform limitation of use of electronic information to prevent unauthorized processing to the electronic information by a third person having no authority. <P>SOLUTION: In an information management server 10, whether a user who is to use electronic document has a processing authority. Even when the user is confirmed to have the processing authority by this determination, processing authority information for an information management terminal 40 to determine whether the user has the processing authority is further obtained, and when the user actually uses the electronic document, whether the user has the processing authority is determined.
