A line speed and a winder rotating speed during this time increase by starting from 0, and soon becomes 0 after reaching a certain maximum value. The initial winding diameter is arithmetically operated based on the respective maximum values at this time. Since the device automatically performs measurement and input by an operator, the problems of the erroneous measurement and the erroneous input to be solved can be solved.
