<p><P>PROBLEM TO BE SOLVED: To reduce overhead by distributing a U-AGW load in an access gateway (AGW) composed of a C-AGW for control message processing and a plurality of U-AGWs for data packet processing. <P>SOLUTION: If a tunnel setting request for mobile station handover occurs, a C-AGW searches for a new U-AGW in a minimum load state from among a plurality of U-AGWs and estimates a load state of the new U-AGW in the case where a mobile station tunnel termination point is changed into the new U-AGW. If the estimated load state meets a predetermined condition, the new U-AGW is designated as a mobile station tunnel termination point. If the estimated load state does not meet the predetermined condition, an address of the present U-AGW is designated as the tunnel termination point.
