PROBLEM TO BE SOLVED: To provide valve overlap of an intake valve and an exhaust valve by shifting lift rise characteristics during intermediate operation angle control of the intake valve to an advancement side to improve fuel economy or the like. SOLUTION: A position of a control eccentric cam 25 at a time when the intake valve 3 is controlled to an intermediate operation angle larger than the minimum operation angle by a prescribed quantity is set to an advancement side position of a first circular arc line "a" drawn through a center point Q1 of the control eccentric cam at the time when the intake valve is controlled to the minimum operation angle, around a second fulcrum R at a moment when the valve open lift of the intake valve controlled to the minimum operation angle becomes a peak lift, in a view from a rotation direction of a drive shaft 4, and is set to a position deviating in a direction to increase the valve open lift of the intake valve from a second circular arc line b drawn through the center point Q1 of the control eccentric cam at the time when the intake valve is controlled to the minimum operation angle around a drive support shaft 4a.
