<P>PROBLEM TO BE SOLVED: To provide an advertisement delivery system for a vehicle for performing effective advertisement while suppressing communication cost for delivering advertisement, and to provide an on-vehicle device for the advertisement delivery system for the vehicle. <P>SOLUTION: Hypothesis about driver's drop action is set (S21), vehicle information, position information, and driver information are acquired from many on-vehicle devices 100 (S22), the hypothetical is verified based on the acquired information (S24 and S25), and an advertisement delivery condition is set from the established hypothesis (S26). Then, advertisement is delivered to only the vehicle actually establishing the advertisement delivery condition. Therefore, the possibility that a driver having received the advertisement is interested in the advertisement is high, so that effective advertisement is allowed.
