PROBLEM TO BE SOLVED: To provide a transparent conductive sheet which can form a transparent conductive film without damaging a transparent substrate when forming the transparent conductive film on the transparent substrate by application and has good conductivity and transparency. SOLUTION: The transparent conductive sheet 10 includes: the transparent substrate 11; and the transparent conductive film 12 formed on the transparent conductive film 11. The transparent conductive film 12 includes a transparent conductive layer 12b including transparent conductive particles, and a transparent high refractive index layer 12a including particles having a refractive index higher than that of the transparent conductive particles. The transparent conductive layer 12b is formed on the transparent high refractive index layer 12a, and the transparent high refractive index layer 12a is arranged at a transparent substrate 11 side.
