PROBLEM TO BE SOLVED: To facilitate manufacturing a hot plate and reduce a manufacturing cost of the hot plate. SOLUTION: The hot plate 10 includes a hot plate body 11 with one surface 12b flatly formed and accommodating grooves 13 formed in the one surface 12b, and heat transmission elements 21 (21a) embedded in the accommodating grooves 13 to heat and cool the hot plate body 11. The heat transmission elements 21 (21a) are pushed to a bottom side at a position falling at the bottom side of the accommodating groove 13 rather than the one surface 12b through a route of the accommodating groove 13 by a pushing part formed by tightening the opening edges of both sides of the accommodating groove 13 from the one surface side.
