PURPOSE: A radio broadcasting communication system and a method for converting channels of the same are provided to use scheduling information of the service frame in detecting target broadcasting packet of the target frame even if a serving frame and a target frame does not neighbors, thereby improving the usage efficiency of the scheduling information. CONSTITUTION: A transmitter(100) inserts proximity identification information and scheduling information to a serving broadcasting packet. The proximity identification information expresses whether target frame for transmitting a serving frame and a target broadcasting packet. The scheduling information has quality information of the target broadcasting packet for detective the target broadcasting packet in the target frame. A receiver receives the serving broadcasting packet in the serving frame. The receiver receives the target broadcasting packet in the target frame.
