<p><P>PROBLEM TO BE SOLVED: To provide a monitoring camera system, a video recording apparatus, and a video recording method, which efficiently record the behavior of a person when intruding an area, who has left a thing into the area. <P>SOLUTION: A monitoring camera 2 always transmits video information to a video recording apparatus 3 and records an intrusion time upon detection of an intruder and pursues the intruder and settles an alarm when the intruder has left a thing and the thing is kept stationary for a fixed time, and transmits alarm information and the intrusion time to the video recording apparatus 3. The video recording apparatus 3 records video information from the monitoring camera 2 into a memory 34 by overwriting per fixed information amount and, in response to reception of alarm information and the intrusion time, transfers and records video information from the intrusion time to a time corresponding to alarm information, out of video information recorded in the memory 34, from the memory 34 to a hard disk 35.
