PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, improving the restartability of the internal combustion engine after failing in its automatic start. SOLUTION: The control device 60 controls the opening/closing of a throttle valve 21 provided in an intake passage 20 of the internal combustion engine 10 to automatically stop the internal combustion engine 10 when predetermined automatically stopping conditions are established, or to automatically start the internal combustion engine 10 when predetermined automatically starting conditions are established. When automatically starting the internal combustion engine 10, it sets the opening of the throttle valve 21 to be a predetermined valueΔQ smaller than an opening D0 required during idling so that the amount of intake air to be supplied to the internal combustion engine 10 is reduced to improve fuel consumption and reduce exhaust gas. The control device 60 detects a failure in automatically starting the internal combustion engine 10. When detecting a failure in automatically starting the internal combustion engine 10, it makes the opening of the throttle valve 21 at restarting the internal combustion engine 10 greater than the opening previously set at automatically starting it.
