PROBLEM TO BE SOLVED: To provide a grouting agent and a grouting method providing high durability, and having high permeability and a high water cut-off effect, against high seepage water pressure, in particular, in grouting for a rock bed having a crack. SOLUTION: The grouting agent includes a silica colloid having pH of 2-7 and silica concentration of 1-50 mass%. In the grouting method. the grouting agent is injected into ground, and the groundwater contained in the ground includes seawater, calcium and magnesium.
