<P>PROBLEM TO BE SOLVED: To provide a method of producing dechlorinated fuel, in which the generation of hydrogen chloride gas which corrodes a furnace wall upon burning is suppressed by removing chlorine and a safe waste solidifying fuel is produced. Ž<P>SOLUTION: Organic waste containing organochlorine compounds is used as a source material, organic compounds and organochlorine compounds in the source material are subjected to modification treatment according to hydrothermal reaction by means of saturated water vapor under high temperature and high pressure in a hydrothermal reaction process 13, and the organochlorine compounds in the source material are volatilized in the drying process 15 to obtain the fuel.
