A data analysis section (12) analyzes vector image data including region color information that defines a first color and a second color with respect to two regions adjacent to each other with a contour line therebetween. A contour line passing coordinate calculation part (15) detects boundary pixels which the contour line passes. A longitudinal cut judgment part (16) judges whether or not each of the boundary pixels is longitudinally cut by the contour line. When coloring pixels in sequence in each scan line, regarding a pixel which is longitudinally cut by the contour line, a coloring section (19) calculates a color on the basis of the region color information, colors the pixel with the calculated color, and switches the reference color setting from the first color to the second color, and regarding a pixel which is not longitudinally cut by the contour line, the coloring section colors the pixel with a set reference color.
