<P>PROBLEM TO BE SOLVED: To enhance the detecting precision of a suspicious person in balconies in a multiple dwelling houses where the balconies of respective residences are continuously installed. Ž<P>SOLUTION: A building 10 as a multiple dwelling house includes residences 20a-20d in which balconies 15a to 15d are installed. Separation boards 22 are installed at the boundary sections of the balconies 15a-15d, and a breakthrough detection device, a load sensor for a separation board, an electrostatic sensor, and an inclination detection device are installed as a load detection means for detecting a load acting on the separation board 22 in the balconies 15a-15d, and a charge sensor for a floor and a load sensor for a handrail are installed as a person detection means for detecting a person at the balconies 15a-15d. Those sensors and the detection device are electrically connected to a management server, and the management server is configured to determine the presence/absence of the movement of any suspicious person among the balconies based on the detection signals.
