<P>PROBLEM TO BE SOLVED: To provide a method for calculating and estimating values of an electrostatic capacitance and an internal resistance of a capacitor from measurement values of a current flowing through the capacitor and a voltage of the capacitor even if the value of the internal resistance is changed, and measurement apparatus of the same. Ž<P>SOLUTION: A first charging control of the capacitor 20 is implemented by a constant current control. A charging current I<SB>SC</SB>and a terminal voltage V<SB>SC</SB>are sequentially measured by considering a start point as a time t1 when the charging current reaches a predetermined value. The charging control is deactivated by considering an end point as a time t2 when the terminal voltage V<SB>SC</SB>reaches a predetermined value V<SB>SC2</SB>in a case that the terminal voltage V<SB>SC</SB>at the time t1 is V<SB>SC1</SB>. After a discharging control of the capacitor 20 is implemented, a second charging control is implemented. The above controls are repeated to measure the charging current and the terminal voltage from a time t3 to a time t4.
