The device has an interlayer (3) inserted between two electrodes (1, 2) and connected with the electrodes. A stabilizing rod (4) is placed in an interior of one of the electrodes, where cross section of the stabilizing rod is in polygon or circle shape. The interlayer is in the form of powder, and comprises zeolites with cerium oxide, lanthanum oxide, vanadium pentoxide, titanium dioxide and tungsten oxide. The interlayer is formed as a foil, fleece, a knitted fabric or a knotted fabric and made of polymer, and the two electrodes are made of graphite, carbon black and/or carbonated diatoms. An independent claim is also included for a battery comprising electrolyte.
