PURPOSE: An excavating device using an expansion additive for forming an underground structure and an excavating method thereof are provided to be applied to a downtown area by reducing the risk of safety accidents. CONSTITUTION: An excavating device using an expansion additive for forming an underground structure comprises expansion additive(110), a reservoir(130) and a heating part(140). The expansion additive is sold phase at a high pressure, and gas phase at a room pressure. The reservoir has an accommodation space of the expansion additive. The reservoir comprises an opening and a closing part(120).
