PROBLEM TO BE SOLVED: To attain decision of a static/moving picture only through a vector quantization index without the need for receiving a motion flag. SOLUTION: Representative vectors vij, Vi, corresponding to indices of a #k frame and a #k+1 frame succeeding to the #k frame are acquired from a still picture code book to calculate an Euclid distance Ns. Similarly the representative vectors corresponding to the indices are acquired from a moving picture code book to calculate an Euclid distance Nm on the basis of them. Whether a target block is a still picture block or a moving picture block is decided on the basis of the distances Ns, Nm. |
