PURPOSE: An initialization control device of a variable information display plate and a communications failure recovering method thereof are provided to recover a stopped communications by checking a field controller PC, a field model, and a surge protector for communications. CONSTITUTION: An initialization control device comprises a field controller PC and a microprocessor(110). A field controller PC is connected to a display panel. The microprocessor initializes a VMS power source in a remote place. A surge protector relay for communications(120) executes data communications between a center modem and a field modem with a contact point changeover switch(121). A data transceiver(130) comprises a first receiver, a second receiver, and an initialization/control transmitter. The second receiver and initialization/control transmitter are composed of a relay for protecting the collision of the transmitter. The microprocessor controls the changeover of the switch contact point.
