PURPOSE: A resource distribution device and a method in a cloud computing environment using VO are provided to accept and compare various cloud computing environment thereby providing a user with recommendation and selection right. CONSTITUTION: A service processing unit(34) distributes software resource distribution through information storage means(33) according to software resource distribution request. A resource manager(32) stores metadata about resource to the information storage means according to software/hardware resource registration request. The resource management means generates and provides VO(Virtual Organization) about resource through VO generator(35) according to hardware resource distribution request.
