<P>PROBLEM TO BE SOLVED: To improve life under lubricating in foreign substance mixing of a rolling bearing used in an environment exposed to leakage current. Ž<P>SOLUTION: An inner ring and an outer ring are obtained by performing a nitriding treatment or carburizing and nitriding treatment, quenching treatment, and tempering treatment, using alloyed steel with content rates of 0.10-1.2 mass% carbon, 0.10-1.0 mass% silicon, 0.40-1.4 mass% manganese, 0.5-2.0 mass% chromium, 0.50-2.0 mass% molybdenum, and ≤2.0 mass% vanadium. A carbon content rate of a surface part is 0.80-1.2 mass%, a nitrogen content rate of the surface part is 0.01-1.00 mass%, and an amount of retained austenite of the surface part is 20-45 vol.%.
