PROBLEM TO BE SOLVED: To efficiently implement a call test in a VoIP system. SOLUTION: A computer is connected to a plurality of telephone devices to relay a predetermined message to be communicated between telephone devices that become objects of a call test. The computer includes: a means for, when a connection request message from a first telephone device to a second telephone device is received, transferring the connection request message to the second telephone device and thereafter instructing the second telephone device to shift to an off-hook state; a means for, when a connection success transmitted with shifting to the off-hook state is received from the second telephone device, transferring the connection success message to the first telephone device; and a means for, when a response message to the connection success message is received from the first telephone device, transferring the response message to the second telephone device and, thereafter, instructing the second telephone device to send out a predetermined voice message.
