PROBLEM TO BE SOLVED: To provide a downsized optical scanning apparatus, and to provide an image forming apparatus which uses the scanning apparatus. SOLUTION: The optical scanning apparatus includes a plate member 11, having a rotating shaft and a reflecting surface 24 which deflects and scans a laser beam 10 emitted from a light source, by the reflecting surface 24 perform reciprocative turning about the rotating shaft; an actuator 14 for driving the plate member 11; an fθ-lens 3 for focusing the laser beam 10, deflected and scanned by the plate member 11 on the surface of a photosensitive drum 32; and an optical box 31 for housing the plate member 11, the actuator 14 and the fθ-lens 3. The actuator 14 is provided closer to a side, to which the laser beam 10 is reflected by the reflection surface, than to the reflecting surface 24 of the plate member 11.
