<p><P>PROBLEM TO BE SOLVED: To secure the safety of the cement production device without putting influence on the quality of cement, and to efficiently separate heavy metals from a cement production process without increasing an environmental load. <P>SOLUTION: A fixed carbon-containing substance (e.g. heavy oil ash) and a substance containing a chlorine component (e.g. ASR) are mixed and granulated, the pellet P is dried so as to be a dried pellet D, which is fed to a section from the middle of the kiln of a cement kiln 7 to the lowest cyclone 8 of a preheater attached to the cement kiln 7, a part of a combustion gas is extracted from a kiln exhaust gas flow passage from the end portion 7a of the cement kiln 7 to the lowest cyclone 8, dust included in the combustion gas is collected, and heavy metals are separated from the collected dust.
