<P>PROBLEM TO BE SOLVED: To ensure stable operation of a switching regulator and enhance the response performance of output voltage. Ž<P>SOLUTION: The switching regulator 70 is provided with a control unit 50 and an output unit 60. The control unit 50 is provided with a gm amplifier 1, a control circuit 2, a buffer 3, a triangular wave generating circuit 4, a comparator 5, a driver 6, a capacitor C1, a switching terminal Plx, and a feedback terminal Pfb. The control unit 50 is supplied with a high potential side supply voltage Vdd, has an output control voltage Voc inputted thereto, outputs an output signal from the switching terminal Plx to the output unit 60, and has an output voltage Vout generated at the output unit 60 fed back and inputted as a feedback voltage Vfb to its feedback terminal Pfb. The control circuit 2 variably controls the ground-side voltage of the capacitor C1 so that charging/discharging to/from the capacitor C1 does not occur when the output control voltage Voc is switched.
