<P>PROBLEM TO BE SOLVED: To solve the problems that, a long construction period is required for conventional water shielding work at an artificial pond or a final industrial water disposal site because sheets are set together in multiple layers, a curing tape for collisional mixing is not commercially available, and it takes a long time for separating the curing tape after construction. Ž<P>SOLUTION: Indoors (or in a factory), a nonwoven close, e.g., is previously coated with collisional mixing. This reduces a construction period and total cost.
