PROBLEM TO BE SOLVED: To provide a hydrogen generating apparatus by which hydrogen is efficiently generated from ammonia. SOLUTION: The hydrogen generating apparatus has an ammonia supplying portion, an air supplying portion and an ammonia partial oxidizing-decomposing portion where heat of oxidation is generated by oxidizing a part of ammonia supplied from the ammonia supplying portion with air supplied from the air supplying portion and where another part of ammonia supplied from the ammonia supplying portion is decomposed to hydrogen and nitrogen using the heat of oxidation. In the hydrogen generating apparatus, the ammonia partial oxidizing-decomposing portion holds carbon nanotubes, the carbon nanotubes (100) have a section (101) in which an ammonia oxidizing catalyst is supported and a section (102) in which an ammonia decomposing catalyst is supported and these sections (101, 102) do not overlap completely and at least partially form separate sections on the carbon nanotubes.
