<P>PROBLEM TO BE SOLVED: To provide a torque generating device capable of reducing in size of device itself and easily generating a desired torque according to the intended use, and to provide a yarn winding device capable of favorably changing the outline of a package. Ž<P>SOLUTION: The yarn winding device 100 includes: a turning arm 11 having an end contacting an outer circumferential surface of a package 4 formed by winding a yarn around a bobbin 3; a torque generating device 20 for applying torque to the turning arm 11 in the direction such that the end of the turning arm 11 contacts the outer circumferential surface of the package 4; compression springs 23, 23 having an end supported by the torque generating device 20; a slider 24 with which the other end of the compression springs 23, 23 is in contact and which slides due to biasing force of the compression springs 23, 23; and a turning member 25 which is turnably supported to be in contact with the slider 24 and turns according to the sliding of the slider 24.
