<P>PROBLEM TO BE SOLVED: To provide: a cleaning device for an image holding body, conveying the developer recovered by a simple configuration efficiently; a developing device; and an image forming device. Ž<P>SOLUTION: The cleaning device includes at least: a cleaning means (a cleaning blade 42), provided above the image holding body (a photosensitive member PR) for holding an electrostatic latent image, to remove the toner TP remaining on the image holding body; a case body (a cleaner vessel 41) for recovering the developer removed by the cleaning means; a rotatable conveying means (a recovered toner-conveying member 43) provided in the case body to convey the recovered developer in the axial direction of the image holding body; and a crushing means (a rotary member 100) for crushing the developer deposited in the case body in accordance with rotation of the conveying means.
