PROBLEM TO BE SOLVED: To provide a well constructed groin work which has improved durability and flexibility and uses by-products of construction as a material. SOLUTION: A groin work A or B is constructed in a river 7 or a shore by extending from a land, or in a river or a sea. A sandbag 1 in which soil, stones, concrete shells, or the mixture thereof is contained as a filler 3 is installed at the center C of the groin work. Net-like bags 4 in which stones or concrete shells or the mixture thereof is contained are arranged in a water damping part D which is positioned at the edge of water and surrounds the center part C. The net-like bag 4 reduces water flow by the filler 3, and serves as a place for the inhabitance of living matters. The sandbag 1 filled with soil at the center C has a surface which is formed considerably smooth and allows a vehicle to travel thereon, and enables vegetation.
