PROBLEM TO BE SOLVED: To achieve the stabilization of an output voltage simultaneously along with the stabilization of an input-side voltage of a transformer while achieving improvement in power factor. SOLUTION: A power factor improving converter includes a control circuit 43 that obtains an output voltage V<SB>O</SB>by insulating and transmitting voltages V1, V2, respectively stepped up by a first step-up converter circuit 41 and a second step-up converter circuit 42, to the output side by a transformer 16, and also switching-controls each switching element 12-15. In such a power factor improving converter, the control circuit 43 includes a first feedback circuit 51 that adjusts each time-ratio D of the switching elements 12-15 such that a voltage V1 between both ends of a first capacitor 34 or a voltage V2 between both ends of a second capacitor 35 becomes a fixed value, and a second feedback circuit 52 that adjusts each switching frequency f of the switching elements 12-15 such that the output voltage V<SB>O</SB>becomes a fixed value.
