PROBLEM TO BE SOLVED: To form a high quality hole suppressing burring, scuffing, delamination, or the like with respect to a CFRP material, a titanium alloy, an aluminum alloy, or the like. SOLUTION: A ball end mill or a tool with an outer circumference corner part of a cutting blade provided on a tip comprising a convex curve is used as a cutting tool 1, and the cutting tool 1 is moved around on a circular orbit 8 concentric with a center of a machining hole while rotating it around an axis C of the tool, and by moving the cutting tool 1 in an axial direction, a hole with a larger diameter D than a diameter of the tool is formed.
