PROBLEM TO BE SOLVED: To provide a technology that achieves a high-speed load response in a DC-DC converter of a switching regulator system. SOLUTION: A semiconductor integrated circuit (20) for power supply control has a switching control circuit for generating a drive signal of a driving switching element (M1) that allows a current to flow into an inductor for voltage conversion. The switching control circuit includes a voltage comparison circuit (21) that determines whether an output voltage is higher or lower than a prescribed potential, a timing deciding means (23) for deciding on-timing and off-timing of the driving switching element on the basis of output of the voltage comparison circuit and a clock signal at a prescribed frequency, and a drive control circuit (24) that generates on/off drive signals of the driving switching element on the basis of output of the timing deciding means.
