It is an object to provide an operation detecting apparatus that precisely detects and analyzes the position and motion of an object image included in a moving image in real time. An operation detecting apparatus includes edge block detecting unit 7 that outputs an edge detecting signal when an image block in a frame of an edge moving image includes an edge image, and a set of motion detecting blocks 8 and 9 having motion detecting blocks for detecting the motion in a motion detecting direction that are aligned in accordance with the image blocks. The motion detecting block generates elapsed-time information upon detecting the edge detecting signal of the image block adjacent to the corresponding image block in the opposite direction of the motion detecting direction, and updates and stores the elapsed-time information. Upon outputting the edge detecting signal of the image block corresponding to the motion detecting block, the elapsed-time information stored at the time is output.
