PROBLEM TO BE SOLVED: To provide a manufacturing method of an optical filter controlling the position of a generated ripple. SOLUTION: Each of manufacturing processes of optical fiber grating elements 1A, 1B includes: a phase mask arranging process to arrange a phase mask 30 on the side of the optical fiber 7 to face the grating side of the phase mask 30 to the optical fiber 7; a tension applying process to apply tension T in the longitudinal direction of the optical fiber 7; an interference fringe forming process to irradiate the phase mask 30 with emission light S emitted from a light source 10, to diffract the irradiated emission light S by the phase mask 30, and to form interference fringes by interference of the diffracted emission light S on the optical fiber 7; and a tension releasing process to release the tension applied to the optical fiber 7 in the tension applying process.
