PROBLEM TO BE SOLVED: To provide a device for performing evaluation such that recommendation information such as a content potentially desired by a user can be distributed without exception. SOLUTION: A characteristic vector generation part 209 collects a content of a Web page or the like in prescribed timing, extracts a keyword indicating a characteristic of the content, and generates a characteristic vector. The generated characteristic vector is stored in a content characteristic vector management table 207b, and is updated. The timing of the collection is optional timing or timing wherein the Web page is updated (this is caused by reception or the like of an update notification signal).
