<P>PROBLEM TO BE SOLVED: To provide an integrated circuit device that can communicate irrespective of the individual difference of clocks, and to provide an electronic device or the like. <P>SOLUTION: The integrated circuit device includes: a built-in clock generation circuit 10 for generating clock CLK; a communication circuit 40 for external communication processing based on the clock CLK; a measuring circuit 20 for measuring the periodic information of the clock CLK based on the reference clock BCLK; and a control circuit 30 for controlling the measuring circuit 20.
