PROBLEM TO BE SOLVED: To provide a file management system for performing control to reduce the risk of information leakage with a file stored in an external storage medium. SOLUTION: A terminal generates operation log information representing operations performed on the terminal, and transmits it to a management server. The management server, when an access to a file stored in an external storage medium connected to the terminal is found in the acquired operation log information, monitors operation to the file. Then, the management server compares the operation log information and completion conditions to determine completion of use of the file on the terminal, and performs control or control instruction to reduce the risk of information leakage with the file according to the comparison result.
