PROBLEM TO BE SOLVED: To fully restrain power consumption by simplifying treatment for adjusting a communication rate. SOLUTION: The network connection device has a storage section for storing a time zone for adjusting a communication rate and a communication rate in association with each other, a control section for obtaining a communication rate associated with a time zone of present time from the storage section and sets its own maximum communication rate again by using the obtained communication rate, and a communication rate decision section for deciding a communication rate between it and a communication opposite party by using its own maximum communication rate set again by the control section.
