<P>PROBLEM TO BE SOLVED: To provide an electrolyte composition that enables a secondary battery with excellent burning resistance, electrolyte leakage resistance, safety, heat resistance and charge/discharge durability, and to provide a secondary battery using the same. Ž<P>SOLUTION: The secondary battery electrolyte composition contains a fluorine-containing compound represented by general formula 1: R1-X-R2; a mesoporous inorganic particle; and a supporting electrolyte salt. In the general formula 1, R1 is a 1-5 C alkyl group wherein at least one hydrogen atom is substituted with a fluorine atom; R2 is a 1-5 C alkyl group wherein at least one hydrogen atom is substituted with a fluorine atom, or an alkyl group; and X is -O-, -OC(=O)O-, or -C(=O)O-.
