PROBLEM TO BE SOLVED: To provide an illumination device for simply and reliably improving optical characteristics and use efficiency by regulating illuminating light obtained by light synthesis from two lamps into a state comparatively easily corresponding to a purpose, and to provide a projector provided with the device. SOLUTION: The illuminating device 50 forms illuminating light SL of a state of optical characteristics and high utilization efficiency on a reference face SS by shifting emission points 11f, 21f of emission tubes 11, 21 from focuses Fa, Fb of each reflector 12, 22 to an extending direction (z direction) of a system optical axis OC in a prescribed amount, and intersecting light flux axes KX1, KX2 which are optical beam optical paths for peak illuminance of emission lights IL1, IL2 on the reference face SS.
